This release

- corrects a regression when adding SWL confirmations to the QSL queue caused by the repair of defect #826 (tnx to John K1ESE and Dave G4MUL) 

- adds Brussels (code BR) as a primary administrative entity for Belgium, in comformance with the recently-approved ADIF version 2.2.1 (tnx to Koen ON7RK)

- when the "QSL Via" panel on the Main window's QSL tab is set to LotW, displays the current QSL station location to be used in uploading QSOs to LotW (tnx to Peter N5UWY)

- updates the QSL.htm online documentation file
