This release 

- if Translation is not enabled, disables the Main window's Xlate button 

- with PropView running, responds to the Shift key being depressed when a DX spot on the native world map is double-clicked by initiating a propagation forecast (tnx to Nigel ZL2DF)

- updates the Operation.htm documentation file
