Updating Windows XP Root Certificates
If directing Microsoft Internet Explorer to navigate to https://lotw.arrl.org produces an error message complaining about invalid site certificates, update Windows XP's Root Certificate using the procedure described here.
To prevent your Windows XP Root Certificate from expiring again, enable Windows Updates.
